(SLAs).
Intercai manages the
evaluation of the tenders using
its Tender Evaluation Service for
Telecommunications (TEST) selection
method. TEST is designed for the
award of a wide variety of contracts
for services, networks and equipment.
It provides an objective and structured
mechanism and is particularly suitable
where the selection is subject to
public scrutiny and the requirement
for transparency. TEST uses a number
of evaluation factors, including
whole-life cost, that are agreed
with the client. It comprises two
modular phases which both employ
computer-based models:
- Technical evaluation
- Commercial
evaluation
Technical proposals
for telecommunications services
or networks are evaluated using
decision analysis. Commercial and
economic proposals are evaluated
using cost benefit analysis. These
techniques, rigorously applied,
provide an objective means of comparison
and enable the net benefits where
applicable accruing from a commercial
tender to be assessed.
