| We
understand factors affecting developing
economies including regulatory change
as a result of new treaty obligations.
We have carried out policy and strategy
assignments for Government clients
and market entrants in a number
of African countries, the Middle
East and Eastern Europe as well
as in Western Europe and North America.
In the Kingdom of
Bahrain, we defined the strategy
for
market
liberalisation
and then conducted
the reform activities. We set up
and operated the regulator, the
Telecommunications Regulatory Authority
and undertook many consultations
including processes for defining
markets and determining dominance,
establishing a RIO, WACC, Local
Loop Unbundling, and Numbering.
Intercai assisted
the Ministry of Information and
Communications Technology in Jordan
in the formulation of policy for
postal, telecommunications and ICT
sectors in general and the policy
for Universal Services and Universal
Access in particular.
Intercai has also
assisted the Telecommunications
Regulatory Commission in Jordan
with the migration to a liberalised
telecommunications regulatory regime
and has supported the TRC by undertaking
a large number of consultations
including USO.
These and other
projects take into account international
treaties including the World Trade
Organisation (WTO) and Free Trade
Agreement with the USA.
